Eugene,
I discovered the ipmi init script that wasn't enabled via chkconfig that
was causing my headache. After starting it and running
srvadmin-services.sh restart, everything fired up perfectly.

You can give a try to this repository that supposed to install the
latest OMSA
http://linux.dell.com/wiki/index.php/Repository/hardware
Start with srvadmin-base, check the dependencies and install them
one-by-one. You may see an error message at the time of ipmi
installation. I tried that procedure just few days ago on CentOS 4.5
x86_64 but unfortunately was unable to troubleshoot that. Hopefully it
will work for you. In any case please update me with your findings.
