Not currently.  The America/<city> timezones are just there for
convenience.  America/Los_Angeles should by linked to US/Pacific and
America/Vancouver should be linked to Canada/Pacific.  These timezones
are currently identical, but it would probably be a good idea to choose
the right country in case one ever decides to change their time zones
and the other disagrees.
