I'm able to log in to the web interface now. I found some other people have similar problems and finally found the information needed here: http://lists.us.dell.com/pipermail/linux-poweredge/2007-June/031531.html. There were a few answers here and there, and some unanswered ones, so I wanted to post this in case someone out there didn't get it working.
The 32bit PAM modules and others were needed, and had to be manually extracted from the debs. My notes on doing this are here: http://loftninjas.org/blog/2007/12/patching-debian-etch-64-for-saranl-omsa.html.
As a side note, the web interface has confirmed that the controller is 'degraded' due to the firmware being out of date, not because of anything to do with the array. I did verify today that the mirror sync does complete if I start it in BIOS and then boot immediately into Linux before it completes in the SAS BIOS.

This all started due to a failed SAS disk on a Poweredge 1955. I started the sync in BIOS on a new disk then started the blade back up. I'm told that the sync/mirror will not run unless theres an agent installed. Is the mptsas driver complete enough to allow the sync to continue running and finish? I'm seeing degraded here:

I tried a number of these, at least, I had them, but it was a slow download so I don't remember which ones I tried. I just installed 'dellomsa_5.2.0-2_amd64.deb' and it worked fine except the storage.
Rainer's tip worked though. If I stop dataeng, modprobe mptctl, then restart dataeng, the storage works. If mptctl is loaded after dataeng storage doesn't work.
So that's great. I haven't tried managing the array through this but I can at least see it's status.
I still can't log into the web interface with root / myrootpassword. OMSA looks like a typical Java mess. Does anyone know of a useful log file? I've seen references to omauth and I thought this package used PAM. Perhaps I'm missing a dependency.

Bryan,
I read your blog you tried an old version of dell-omsa version from our
site 5.1. Did you also tried the other versions:
* dellomsa_5.2.0-1_amd64.deb
* dellomsa_5.1.0-5_amd64.deb
* dellomsa_5.2.0-2_amd64.deb
And you must also have the mptctl support in the kernel.
