DRAC unresponsive on power state change

I've noticed that when changing the power state of a machine, either on to off 
or off to on, the DRAC card is unresponsive for a short period of time.  I 
get this result on two different poweredge 2950s using the web interface and 
also using IPMItool.  This causes a problem that when I want to modify the 
BIOS remotely, I can't, because when the machine is moving from off to on 
state, I lose my SOL connection. I then can't reconnect for the first 5 
seconds or so that it starts up so the first screen I see is for changing the 
RAID.  It's the same case when powering down, I can view everything over the 
SOL connection up to the last 5 seconds and then I get disconnected.
