Can you run and use Dell OpenManage on FC7 with only base system installed? No CLI

Yes. omreport and omconfig are the main cli commands.

You can also install the web service, which you can then connect to and
manage graphically from another machine.

You are going to run into trouble there. OMSA is only supported on Red
Hat Enterprise and SUSE Enterprise.

You may be able to get it working on F7, but you are on your own (and
whatever tips others on the mailing list may have.)
