Yum "dell gpg key"

I've got -19 ready. After looking at it, it turns out that the reason
the message is there is for up2date, not yum. I've moved the message to
only display on RHEL (and RHEL compatible) boxes.

I'll drop -19 in the repo later today after I finish my real job tasks.
