Memory usage on rhel Dell 2650 box

Hello, 

I have Dell 2640 with kernel 2.6, 4 GB ram, I am expecting it to use most of
the memory for disk cache and show very little memory as free witg free -m
command, similar to other boxes. 

The cache size is only 818 MB, and free memory is 2661 MB, Any ideas why
this machine is behaving differently than others.
