PE850 PCI Fan Module

Hello!

I bought a PERC4 RAID option parts for a PE850.  It comes with a PCI Fan Module.  I found installation instruction of fan module as below.

But our PE850 machine has a metal plate in the original place of the fan module slide.  The metal plate is identical except without fan and the hole.  It is mounted on the machine with some binders, but not screw.  We spent some hours and called the Dell support line but still cannot find out how to remove it.

Without the PCI fan, there is very little air throw throught the expansion slot.  The RAID card is very hot so I guess this is the reason to include a fan module with RAID option part (but why the original PE850 machine have the fan missing?  Dell assume we don't use the expansion slot at all?)

Has anyone come to the same problem?  I'm sorry if it is not the place to ask, in that case, please point out where and whom I can ask for.
