We've been replacing components one-at-a-time rather than restarting
from scratch.  OMSA 5.x has completely GPL in-kernel.org drivers
(ipmi, dcdbas, dell_rbu); an open-source web server; integration into
net-snmp.

Far future plans include CIM integration, a significant number of
pieces are already open source (openwbem, pegasus, etc).  But there
are no plans to open source the existing OMSA userspace components
wholesale.
