Serveraction failure

On one of my Dell 2850s I managed to get to the DRAC card and
to give the command 'serveraction powerdown'.  'getsysinfo'
returns, among other information, the line

     Recovery Action         = Power Down

unfortunately 'serveraction powerup' does not seem to change this.
Shouldn't it?  Or do I need to go to the machine physically to
get it to boot up again?
