very poor harddisk performance - PE 1650 Perc/3DI

Hi,
I have a PE1650 with the PERC 3DI Raidcontroller. Internaly there are
two 10k Drives (Raid 1) on the extern Interface there is a
non-dell-raid-system attached.
A hdparm -tT gives me about 20 MB/sec bufferd read :-(( without network
attached or any services like smb running.
[root at dali root]# hdparm -tT /dev/sdb
/dev/sdb:
Timing buffer-cache reads: 944 MB in 2.00 seconds = 472.00 MB/sec
Timing buffered disk reads: 58 MB in 3.00 seconds = 19.33 MB/sec
I've checked the Dell bios settings, the raid settings and the
filesystem settings as fare as I can. Changing settings in proc like
echo 100 5000 640 2560 150 30000 5000 1884 2 > /proc/sys/vm/bdflush
or setting "hdparm -a 255 /dev/sdb"
makes no difference ... I changed the external cable as well.
The system is a RHEL3, EXT3 with userquota.
Any ideas what to check? Any tip??
