Dual ethernet

I have a x86 based PCM 6892 motherboard. It has a dual ethernet port. If eth0 cable is removed then eth1 does not respond to a ping request.But i want it to respond. Is there any solution? Also could someone please elaborate on the working of the dual ethernet port.
