/etc/login.defs - RHEL3 - Changes don't apply

Hello List,
I have what seems to be a simple question. When I make changes to
/etc/login.defs such as changing the minimum password length it doesn't
seem to take effect. I login as a normal user and change my password,
but I am able to create it below the minimum threshold with no errors.
This includes newly created users as well.
So my question is what other steps are required to implement changes to
/etc/login.defs?
I am using MD5 and Shadow passwords.
