It's part of the Management Station components of OMSA.

Despite the name, I believe the tarball is gzipped.

Summary : IPMI CLI and Telnet Daemon for IPMI using SOL from OSA.
Description :
It is a telnet daemon that allows cost effective LAN based
administration of servers using the Serial Over LAN (SOL) and IPMI 1.5
protocols. Any standard telnet client application, such as
HyperTerminal on MS Windows or telnet on Linux, can be used to access
the daemon's features. The SOL protocol coupled with the remote
system's BIOS console redirection allows administrators to view and
change the BIOS settings over LAN.
