I found info hard to locate on the Red Hat site.  But a search revealed this:

The update seems to simply be a bundle of RPM updates.  Including these:
(RHN login needed)

Updated kernel packages are now available as part of ongoing
support and maintenance of Red Hat Enterprise Linux version
3. This is the first regular update

(this is 2.4.21-9.EL)

The redhat-release package contains the files used to identify the specific
version of a Red Hat Enterprise Linux system. This package also includes
system documentation in the form of release notes.
