Any hints for DRAC II on PE 400SC?

Let me state the question a little better -- I can't configure the card 
because every use of racadm comes back with
> sudo racadm getniccfg
> racadm getniccfg:: transport failed

Any hints on what the transport failed means?
lsmod shows these DRAC modules loaded if that helps:
> esm                    80756   1
