Reboot 2650 second try!

I think it was said that there was not a faster way to reboot a 2650, the
majority of the time taken in a reboot is bios checking and bringing up the
Riad containers - someone mentioned it could take betweem 3 and 8 minutes
for a 2650 reboot.
