Any such program would have to communicate with the RAC, since the RAC is
what controls the LCD (some evidence: upgrading rac firmware resets the
message until the next system boot, and if the RAC crashes the message
stops scrolling until the machine is unplugged)
Since most mechanisms for accessing the RAC are undocumented, it's unlikely
that it will be possible to do what you want.
