Last time I looked, Dell BIOS floppy images are wrapped up in a
self-extracting utility called Disk eXpress.

This is a simple dos program which you can run in DOSEmu. You can
redirect drive A to a file, then dd it to a floppy, or if you like a
challenge, use PXE and memdisk.
