Looking for recommendations: User Manager Software

Rh72 and 73 have the tool setup which packages all the ncurses based tools
in one place to access.

Aside from Linuxconf (which is now deprecated) and Webmin (I'm really not
interested in administering via an HTML interface), does anyone know of a
basic user management tool for Linux? I'm very comfortable doing most system
management with the raw configuration files, but user management really
shouldn't be done that way, IMHO.
