I think that some kernels dell-laptop kernel module got into an inconsistent state, so that was probably it.  If it crops back up again we should try to gather more details about the circumstances it happened.

Doubtful that the new OS made the difference. Based on the rfkill output, it looks like the wireless was toggled off and that at some point you toggled it back on.
