Keyboard problem with Ubuntu 9.04

No, keyboard repeat types the first char right away and then 
delays until typing more for a defined length of time. In 
this case the first instance of the key doesn't appear for a 
few seconds.

Any where! All places are either grayed out, missing, or 
non-responsive.
