Ah. I think I have it. You are probably running into a different issue. :)

We found a bug in ubuntu that is probably also in fedora. Let me find
the details for you. You have to do a hciconfig reset before the driver
can talk. I'll have to find the person with the details.

There is a fix for the driver floating around. Not sure it is in latest
kernels.
