By "new user profile" do you mean that you use the "Switch user" or "new session" function to log in as a different user?
In that case this is a permissions problem in the /dev folder.

I am having a similar problem under windows XP Pro SP@ with audigy sound card where new user profile will not hear sounds even though old profile did. Reloading driver did not help. Is there a way to set permissions for sounds in Windows?
