If you use GNOME, click [System]->[Administration]->[Date & Time]
Then clock on the "Time Zone" tab.  There is a checkbox that says
"System clock uses UTC".  Change the state of that checkbox.
This will change the timezone used for your hardware clock.  If
you are dual booting then it is important that all OSes running on
your box make the same assumption about what timezone is in the HW
clock.

If you don't use GNOME, check out /etc/sysconfig/clock.
