Buying a Dell system without Windows?

I saw that story too, although it was followed up by another story:

where a Dell representative said:
"Dell does not have an official program that accommodates the return of the operating system. In
general a customer would return the PC if unhappy with any pre-installed software end-user license
agreement (EULA), including the operating system."
In my opinion, it's better not to buy somthing in the first place rather than to buy it and then
beg for a refund. Particularly considering the hoops that this guy had to jump through in order to
prove that he never accepted the EULA. However, if I understand Dell's production strategy
correctly, it shouldn't be difficult for a system builder to install a FreeDOS image instead of a
Windows image when putting a customer's order together. So how's the FreeDOS support coming along
on (say) the Inspiron or XPS range of notebooks? Just prove the hardware works OK, and sell me a
FreeDOS notebook. Sounds good to me...
