I was just going to mention that link.  I note that strict proof was presented to the Dell Cust Service Rep using a digital camera.  I could see myself doing similar:  Presenting compelling evidence that I had rejected the EULA.

I believe that Dell France and Dell UK are both under the same 'umbrella' as Dell EMEA?
