Libsmbios 0.12.3

Version 0.12.3 is being posted to the website now. Mirror should sync up
within an hour or so.

Fixes:
 	Fixed static compiled binaries that were broken due to -fPIC and
-pie changes.

Version 0.12.2 was posted last week.

Changes:
	Compile the static lib (libsmbios.a) using -fPIC so that people
who statically link can do a -pie binary without TEXT relocations.

Version 0.12.1 was posted a few weeks before that:

Changes:
	remove VC6/VC7 project files. VC8 is the only officially
supported compiler for libsmbios. Anybody wishing to use VC7 or earlier
can remain on 0.11.x, which will get backported high-importance bugfixes
only.
