SMBIOS23.XML file updates

Michael and LibSmbios developers,

	Please find attached a further update to the SMBIOS23.XML file
used to created the StdSmbiosXml.h file contained within the
libSmbiosXml library. The changes mostly consist of providing OEM
structure definitions used by Dell for it's servers, laptops  and
desktop systems. Users of the unsupported dumpsmbios_ips.exe application
will find that it helps reduce the incidence of Unknown Structure Type
and raises the usefullness of the XML output. <<smbios23.xml>>
