bootstrap_firmware broken on el3

If the end result is that only firmware updates from SUU 5.1.1 will be 
available then I don't see much use for this repository on RHEL3.

A current case where this would bite is the new 5.22D firmware for the 
PERC4e which is marked Urgent, but AFAIK it can only be installed using 
the bootfloppy on RHEL3 hosts since the Linux update package will only 
run on RHEL4 and up.
Is this a firmware that would be installable using the firmware-tools 
for RHEL3?
