repodata.xml

I have a vanilla conetos 4.3 dell 1850 used for building the firmware
RPM's.  I am not a stranger to building and maintaining repositories
and followed the directions on the site.

The directions seem to indicate that you the output directory is a
repository, but in my case it is not because no repodata.xml is
present in the tree anywhere to be found.  Does createrepo still need
to be run against the .rpm's or is something going wrong on my system?
