Why can't dkms use a %trigger script to do essentially the same thing for systems that dont have this new hook?

Fedora mkinitrd has now added the necessary hooks to call other
packages after installing a new kernel. The kernel will be picking up
%posttrans and %preun scriptlets to call these hooks. This means that
very soon (e.g. not for F9 beta, but certainly right thereafter) we'll
be able to have the DKMS autoinstaller invoked right after a new
kernel package is installed, reducing the need for it as an
initscript, and letting it handle storage drivers correctly, for the
first time ever.
I'll be releasing a new DKMS that uses these new hooks, shortly. So,
if you've got a patch I've been ignoring, please let me know soon,
otherwise it may be a bit before I get back to it again...
